Decision No. 189/2026 requires taxable persons to issue tax invoices in an approved electronic format. It replaced the earlier plan, so older articles showing August 2026, February 2027 or August 2027 are out of date.
Which date applies to you?
Count taxable supplies excluding capital assets, plus reverse charge and intra-GCC supplies. A VAT group is tested as a group, and a non-resident counts only supplies made in Oman.
Decision issued
Decision No. 189/2026 amended the VAT Executive Regulations and set the two legal start dates.
Prepare early
The OTA encourages early testing and has published no separate pilot dates. Choose a provider and clean your data now.
Larger taxpayers
Annual supplies above OMR 5 million, tested as shown in the date check above.
Everyone else
All other taxable persons, including small and medium VAT-registered businesses.
What changes on your date
- B2B and B2C invoices are both in scope
- Invoices go as PINT OM XML over the Peppol network through an OTA-accredited service provider
- You can still hand over paper, but only the e-invoice counts as valid for tax purposes
- B2C invoices and invoices to buyers not registered for VAT need a QR code on the readable copy
- You keep e-invoices yourself for at least 10 years, as the OTA will not supply copies
- Failing to issue a compliant invoice can bring a fine of OMR 500 to 5,000, and no grace period has been announced
Your readiness checklist
- Confirm your date, then check the OTA's Potential Rollout Checking tool.
- Correct VATINs, addresses, items, units and tax categories in your masters.
- Choose an accredited provider from the Fawtara portal and link to it. You can use one at a time.
- Agree how your billing data will reach the provider, then test sales, credit notes and self-billed imports.
- Set up archiving and train your team before your date.

A growing small business base in a changing economy
Oman's GDP at current prices rose 2.3% in 2025 to OMR 42.14 billion. In the first half of 2026, real GDP rose 3.8% to OMR 19.54 billion, with oil activity up 9.7% and non-oil activity up 1.3%.
A small business market
By the first half of 2026, the SME Authority's database held 136,459 businesses: 116,195 micro, 19,196 small and 1,068 medium.
Non-oil exports
Non-oil exports reached OMR 4.88 billion by the end of August 2026, up 10.5%, with manufacturing among the drivers.
Zones for trade and industry
Sohar, Salalah and Al Mazunah have free zones, and Duqm is a special economic zone. Incentives depend on conditions and can require a separate application.
Common company types
Options include the LLC, the single person company and the closed joint stock company (SAOC). 100% foreign ownership is allowed except for activities on the negative list.
Foreign investment
The stock of foreign direct investment reached OMR 32.21 billion at the end of Q2 2026, up 6.4%.
Regional business
You can invoice in another currency, but VAT is calculated in OMR at the Central Bank of Oman rate, so multi-currency records need to be accurate.
VAT rules your accounts need to follow

Other rules that depend on good books
VAT is only part of the picture. These requirements also rely on complete and reliable accounting and payroll records.
| Requirement | What to know |
|---|---|
| Corporate income tax | The standard rate is 15%. The annual return and audited financial statements are due within four months of the year end, and records follow IFRS. |
| Small business rate | A 3% rate can apply to qualifying small companies. Reported tests include gross income up to OMR 150,000, capital up to OMR 60,000 and up to 25 employees, so confirm eligibility and filing with your adviser. |
| Wage Protection System | Private sector employers pay through the WPS, with wages due within three days after the entitlement period. Fines are OMR 50 per worker and double for repeat violations. |
| Social contributions | For private sector Omani employees aged 15 to 59, employers pay 13.5% of monthly salary and employees pay 7%, with further contributions for injury cover and job security. |
| Personal income tax | Enacted at 5% on annual income above OMR 42,000, effective 1 January 2028. Payroll and income records will matter for affected individuals. |
| Global minimum tax | A 15% minimum tax applies to multinational groups with consolidated revenue of at least EUR 750 million. Executive regulations are still expected. |
Tax details and thresholds have conditions. Confirm your position with the OTA or your tax adviser.
